PPT’s 2026 Strategic Plan • Building New Constellations of Power

Every year our members and board get together to create, vote on, and enact a strategic plan with our goals for strengthening public transit with an actionable plan. This year we chose five core campaigns to focus on:

  1. Win Affordable Fares
  2. Expand Reliable Service
  3. Secure Equitable Infrastructure
  4. Fund Transit for All PA!
  5. #VoteTransit At All Levels 

We also lay out a network of Organizational Development goals for how we improve our organizing, develop members’ leadership, and grow the movement for transit justice

Win Affordable Fares

Affordable fares will change the lives of many residents in Allegheny County. Free fares mean that families don’t have to choose between buying groceries, or going to the doctors, or being able to ride transit to get to the many destinations a person needs in order to live a full life. Dignified access to transit means transit that is affordable so everyone can utilize our transit system.

Expand Reliable Service

What good are shiny new buses or awesome bus shelters if we don’t have robust and reliable transit service? We cannot also win improved transit without a strong and
fully-staffed transit workforce. Over the coming year, we will use the opportunity of the PRT Busline Redesign and our Visionary Transit Service demand to ensure that all Allegheny County communities have the transit service that they need and deserve.

Secure Equitable Infrastructure

Our built environment – the availability of affordable, accessible housing by transit, connected and maintained sidewalks, bus shelters, bus-only lanes – determine whether transit is accessible, effective, safe and a dignified means of transportation. Local and state governments play a key role in making decisions around streets, development and infrastructure.

Fund Transit for All PA!

Whether we live in Harrisburg or Pittsburgh, Wilkes Barre or Erie, rural towns or Philadelphia, all Pennsylvanians deserve safe, reliable, dignified access to the places they need to go. Robust, dedicated funding at the federal, state and local levels is critical for ensuring that our transit agencies can run the quality, expansive transit service that we deserve. By fully funding transit we ensure that all residents across the Commonwealth can access transit that positively impacts their daily lives. While pushing the state we will also push for access to federal infrastructure funding to ensure the most dollars possible to go towards more reliable transit in PA.

PPT leads the Transit for All PA! campaign with transit workers, transit riders and other organizations across the state for years. We have won hundreds of millions of dollars to save our systems, but we must fight for an expanded and dedicated funding source to support transit riders, workers, and communities all across PA.

#VoteTransit At All Levels

Transit riders and transit workers must elect transit champions to hold office at our local, state, and federal levels. Every elected official has a role to play in improving life for public transit riders.

We use our #VoteTransit campaign to mobilize transit riders around elections so that leaders know they need to stand up for transit as a human right.
